Turlock Irrigation District, Modesto Irrigation District and the San Francisco Public Utilities Commission have been partners in and faithful stewards of the Tuolumne River and Watershed for over 110 years. Together, and individually, we have practiced responsible water management.
We’ve invested millions of dollars and countless hours studying the Tuolumne River and the species and industries that rely on it. Our studies have shown that the key to a healthy river system involves comprehensive and collaborative solutions.
The Tuolumne River Partners have joined dozens of other California water agencies committed to collaborating with the state of California to finalize agreements that will provide water supply reliability to our communities while enhancing river ecosystems. Originally known as the voluntary agreements and now referred to as the Agreements to Support Healthy Rivers & Landscapes, the partners of the Tuolumne River have proposed a comprehensive plan for continued management of Chinook salmon and O. mykiss (rainbow trout) within the lower Tuolumne River.
The Tuolumne River Agreements to Support Healthy Rivers & Landscapes provides benefits to fish and their habitats as well as to the industries and communities that depend on the river for water supply.

Additional water flows in the river, above current levels, in all water year types.
More Habitat
Improved quality and increased quantity of river habitat and expansion of floodplain habitat.
More Fish
Balanced combination of flow levels and habitat expansion will produce year over year increases in native fish populations.
Recent Updates
The State Water Resources Control Board has released the Draft Scientific Basis Report (SBR) for the Tuolumne River Voluntary Agreement. The SBR is the state’s analysis of the scientific foundation of the proposed Voluntary Agreement for the Tuolumne River.
